THE NUMBER
Forty.
The percent chance markets are pricing for a Fed hike Wednesday per interest-rate swaps. Citadel Securities called it a surprise hike Monday. The largest market maker on Wall Street is on one side. The consensus is on the other.
THE SETUP
Citadel Securities' Frank Flight said Monday the Fed will hike Wednesday and end the forward guidance era.
The Kospi triggered a circuit breaker and closed down almost 11%. SK Hynix dropped 14.7%. Samsung shed 13.4%. Kioxia lost 18%.
BlackRock (BLK) sold a $12.55 billion Meta (META) data center bond at a 7.534% yield, a level more common in junk bonds.
PJM warned Monday data centers may face involuntary blackouts by mid-2027.
Microsoft (MSFT) and Meta report Wednesday. Amazon (AMZN) and Apple (AAPL) report Thursday.
PMD LENS
Yesterday's letter tracked the Nvidia (NVDA) backstop and the Alphabet (GOOGL) paper-marks framework. This morning Asia priced it directly, the BlackRock bond put a junk yield on AI-capex debt, and PJM named curtailment risk on hyperscaler power. The Fed decides Wednesday inside all of it.

Citadel Securities Just Called a Fed Hike Tomorrow
The Call Against Consensus
Citadel Securities told Bloomberg it expects a Fed hike Wednesday. Frank Flight, its head of macro strategy, says the market "may once again be underestimating the extent of the hawkish shift at the Fed."
The largest market maker on Wall Street sits on one side. Consensus sits on the other.
The Bond Market He Is Voting Into
AI debt sold off hard this month. A flood of jumbo tech deals has stretched what investors can absorb. Alphabet is raising spending and will likely borrow into it. The long bond will not make that cheaper.
The Swing Vote
Yesterday's letter counted five hike-leaners. Seven votes carry a decision. Citadel names Warsh himself as the swing. Either way, the same number moves. Not stocks. The cost of the debt funding the buildout.
The Hike-Path Test
Do not trade the decision. Price the path. Swaps sit near 40% for Wednesday and fully priced for September, an unusually wide gap this close to a vote. Run any position that needs financing before year end at the September rate. If it only works at today's rate, you are betting on the gap.

SIGNALS IN MOTION
SIGNAL 1: Seoul Hit the Circuit Breaker
The Kospi fell almost 11% Tuesday and hit a circuit breaker, the eighth this year. SK Hynix closed down almost 15%, Samsung 13%. Kioxia lost more than 17% in Tokyo.
The trigger: a report that Nvidia may backstop $250 billion of OpenAI data center debt. Is the chip leader funding its own customers?
Nvidia locked in SK Hynix memory Saturday inside a $500 billion SK Group deal. The supplier has shed a seventh of its value since.
The Memory Commitment Read
Memory was the one AI trade with contracted revenue behind it. That cover just got tested. Watch Microsoft and Meta Wednesday for named commitments. Silence means the backlog is intention, not a book.
SIGNAL 2: The Junk Yield Did What the Book Could Not
BlackRock raised $12.55 billion for a Meta data center in El Paso. The paper is investment grade. It cleared at 7.534%. That is junk territory.
Syndication was soft, 1.6 times covered against a 2026 average of four. The bonds rallied anyway. Price found the buyers the book did not.
Last Monday this letter called it insurance money funding AI. Today it has a number.
The Clearing Price Test
A yield is not a coupon. It is what the market charged to say yes. It pays 0.4 points over last year's Meta Louisiana note. Ask your GP what discount rate they underwrote at. Below 7.5% and the mark predates Monday.
SIGNAL 3: The Grid Named Data Centers as the Load It Will Shed
PJM operates the biggest US grid. Monday it told stakeholders that data centers may be dropped during peak demand by mid-2027. Not a cost signal. A curtailment plan.
Board chair Paula Conboy: "Existing consumers should not bear higher capacity costs caused by new Large Loads."
An emergency auction follows in September, chasing a 7 gigawatt shortfall from 2028. July's auction already failed. The bill lands on data centers.
The Interconnection Question
Power was a cost line. It is now an access line. Ask any manager with data center exposure one thing. Is the power contracted, or queued? Queued means it can be switched off to protect households.

THE PLAYBOOK
- Wednesday, the Fed statement: BEA revision language turns a hold into a pause, not a stop.
- Wednesday, the vote: a 10-2 hike confirms the seven-position framework.
- Wednesday, Microsoft and Meta: named memory commitments, or silence that makes Seoul structural.
- The next hyperscaler bond: a print wider than 7.5% sets the ceiling.
- Thursday, core PCE: 0.3% or higher keeps September fully priced.
- September, the PJM auction: which hyperscalers bid generation. Absence names 2028 capex unfunded.
Capital Discipline
The buildout rests on three inputs. Chips. Debt. Power. All three repriced this morning. Chips broke in Seoul. Debt cleared at 7.5%. Power got a curtailment date. None of it shows up in a capex headline. The Fed decides Wednesday against every one of those inputs moving in the same direction. The July 29 statement decides whether the buildout gets cheaper or more expensive from here.
PMD REPOSITION
The Fed does not vote on AI. It votes on inflation. But the transmission runs through a buildout now funded with borrowed money.
Citadel named the swing vote. Seoul repriced the chips. BlackRock put a number on the debt. PJM put a date on the power.
The open question is not whether Warsh hikes. It is whether the four hyperscalers reporting Wednesday and Thursday raise capex into all of it anyway.
Alphabet already answered. It raised to $205 billion and gave up 7% for it. Microsoft goes first Wednesday, July 29.
